Information on domestic waterline replacement from Roy W. Lowe, Project Leader
Oregon Coast National Wildlife Refuge Complex
We are working with the Neskowin Regional Water District (District) to allow them to replace the domestic waterline that runs under the north end of Neskowin Marsh on lands that we administer as part of Nestucca Bay National Wildlife Refuge. The District holds a Right-of-Way where the waterline is presently located. Although the waterline is currently non functional, it is essential in assuring delivery of domestic water to the community and needs to be replaced very soon. The waterline was installed in the 1970's using trenching techniques across the marsh. Repeating that type of construction today would results in great harm to the unique wetlands of Neskowin Marsh and the fish and Wildlife populations that use the marsh including threatened coho salmon. The District has agreed to replace the waterline by boring underneath the marsh, however to complete the bore the existing ROW has to be revised to incorporate the arch of the bore. In order to grant a new or revised ROW the U.S. Fish and Wildlife Service (Service) has prepared a draft Compatibility Determination for the proposed waterline replacement/ROW. This document is our required analysis of whether the proposed project is compatible with the purposes for which the refuge was established. We have tentatively concluded that because the project will have minimal impacts to wildlife and unique habitat resources of the refuge; will be completed entirely at the expense of the District; will be beneficial to public safety; and will require only minimal Service staff time, the project is compatible with refuge purposes. Public involvement is a component of our compatibility review process. To fulfill that requirement, this document was be posted on our website this morning, is being posted at the Neskowin Post Office, is being forwarded to the Tillamook County Board of Commissioners and will be available for public review and comment from today 5/26 through 6/8. Could you please post the attached draft CD on the Neskowin Community Association web site (click here for the compatability review document) and forward it to anyone you think may be interested. As soon as the public comment period closes, we will incorporate any relevant public comments and will finalize the document.
I see this project as a win - win situation for the community and the health and well-being of Neskowin Marsh.

The Oregon Coast National Wildlife Refuge Complex officially has a newsletter! (Click HERE) This marks the inaugural issue. Look forward to a newsletter on a quarterly basis featuring stories and updates on what is happening around the refuges, with our friends groups and volunteers, and important events.
The Oregon Coast National Wildlife Refuge Complex has initiated a planning process called "Comprehensive Conservation Planning" to review the wildlife, habitat and public use activities on Bandon Marsh, Nestucca Bay and Siletz Bay National Wildlife Refuges (NWRs). A Comprehensive Conservation Plan (CCP) is a 15-year plan that guides a NWR’s management decisions, and identifies long-range refuge goals, objectives, and strategies for achieving the purposes for which the refuge was established. During the CCP planning process, we will evaluate wildlife and habitat protection and management, and public use opportunities.
The Planning Update contains valuable information on this process and most important it shares information on how you can get involved.

Nesko Women News
Nesko Women's Club meet at the historic Hudson House on the 3rd Friday @ 11:30 Sept-May, except Dec.(December's meeting is set aside to help fill the Christmas Baskets) An interesting speaker is scheduled for each regular meeting.
